This could be a plugin conflict so please disable all plugins except the page builder, clear cache and reset cdn files if you use it. Please also check any custom code you might have added to the theme panel or the theme files. If you use a child theme, please switch to the main theme to make sure it does not affect the proper functionality of the theme.

Please test our official theme demo at https://demo.tagdiv.com/newspaper/ on ie 9 and 10 to see the theme in it’s default state.

There should be no problem if you configure it properly, the Revolution slider is a very complex plugin with a lot of options.

1/2. If you mean the Big grid, that is not possible. The blocks and Big grids have predefined designs, modifying them is possible only with custom code or theme modifications and it is not recommended. You can only place them on pages as they are.
