Usually, this happens with cache plugins. If the cache plugin does not have mobile support, then the mobile theme version can be delivered instead.

Basically, any such plugin should work fine, I haven’t encountered a GDPR plugin that causes problems or conflicts so far.
The one we suggest there is this one https://wordpress.org/plugins/wp-gdpr-compliance/, But you can try others if you want to, before making a decision. Any such plugin will most likely work properly.
