The big difference between Posts Loop vs Posts Loop 2 blocks is the style and some settings.
On Posts Loop you will have some extra settings as:
– Container width (0-100 percent)
– Modules radius
– article image : Image width (0-100 percent), Image position.
– Article meta info alignment top, bottom, center.
– Meta container space
– You can not change article title, meta info, excerpt, video player etc position

Extra settings in the Posts Loop 2:
– article image: Image V alignment, Image margin.
– Article top, bottom meta info padding
– You can change the article title, meta info, excerpt, video player etc position

This situation from the menu appears when your pages are not loading so fast. For example, I’ve checked your website @chabotjeff and the menu appears when the page is fully loaded. So, the problem there could be the time of loading. Please make a test also, wait some minutes and try to open your menu on desktop and mobile too.

Ok, got it. So, the second page of the pagination is empty. There could be a setting hide on pagination and when you uncheck that option from a row, then it will load perfectly. Please check if you have this option on other rows from homepage and uncheck them if you want the rows to be displayed on the second page of the pagination.
