The theme an the license key can be assigned in two places at the same time without problems. So you can use it for the test and live website. Thank you for your waiting. There has ben made an work around and the problem can be fixed now by simply disable the tagDiv Composer and tagDiv Cloud libraries, delete those plugins and reinstall them from Newspaper > plugins, after that in the theme panel a new option will be displayed under the Blocks settings -> https://i.imgur.com/k7jlJki.png
This method can be done by all users that have the Newspaper v11.5.1

Yes, you can set individual header and footer on pages, and cloud templates. The method it is the same for all. First you need to edit the page, then select the manager, after that from the header and footer sections select the cloud template you want to assign (select by clicking the name of the template) -> https://i.imgur.com/eRWJx5w.png (do the same for the footer).
About the difference between extended and multipurpose elements, I can say that those are more the categories that those elements are part of. For example in the extended shortcodes we have the column text and text with title, those elements are quite similar and both use the wp editor so you can practically create post/page content. Now the multipurpose elements are simple elements for image and text, normally those have custom settings and fields for where to set them and how those will be displayed, for example a text in the left and image in the right.

Unfortunately, the cloud templates can not be assigned for the blog pages in the settings > reading > posts page. In that section can be set only pages.

Yes, that is the process. First the theme should be updated and after that all the theme plugins that are used. Now are cases when something it is interfering and the theme will no longer be able to update the theme plugins.
So if you already checked the tagDiv Standard Pack plugin and this is installed and the problem persist, then please test it only with the theme plugins enabled.
