This can be done using flex block 1, but I think that will be more fast if you import a pre-made section similar with what you need, for this you need to use tagDiv Composer -> https://i.imgur.com/6emsSYJ.png I think this one is good -> https://i.imgur.com/tQmuxsj.png all the time the section imported from tagDiv Cloud Library will be set at the bottom of content, you can drag it from there and place it where you want.

Make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv plugins, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.

In order to use the Header option from theme panel, you need to have all the headers set on global header like this -> https://i.imgur.com/REkhfnd.jpg if the blocks have other header, that means that have set an individual header, this can be set using tagDiv Composer edit the page and click on blocks to make these adjusts, also you can use the pro demo default.

If you want to reset or set a number for post view counter on all post you can do it using this functions.
For example using this function – https://pastebin.com/pKcWYFUt
The value can be changed, I set it to 1000. Enter it in the theme functions file. Refresh a post page and check if the views were updated. Then remove the function and the view should increase from the set value.

I think that you want to display in a block more then one category and you want to have control over the category you filter, if is so then you can do this using this option from blocks, flex blocks and grids -> https://i.imgur.com/1grvcfr.png the name was change because now it can sort more then categories, you can hover the text for more details. In this website you are using a PRO demo https://selfmadeweb.it/ (only cloud templates from tagDiv Cloud library) these can be edited only with tagDiv Composer.
To have a Global Footer or header you need to set the cloud templates in theme panel like this -> https://i.imgur.com/qxwmbBG.png -> https://i.imgur.com/2dSBelB.png and will apply on the entire website, the way you use, you set the footer as individual ( you can set a different footer/header … if you set it as individual on that page/post …) these will apply on in the place are set, in your case, you set the footer template individual.

The popular post sorting requires this option to be active in the theme panel
