I think you have a mobile page, the footer is taken from the standard ones, you can’t edit it, but you can import a footer template or convert the footer on the homepage you have on the desktop. Is possible to be from the firewall or security module which blocks admin-ajax.php request. Please verify the console for error while saving the settings on the Theme Panel, usually, it displays a 403 or 404 error.
If you don’t use a security plugin, please ask your host about this, maybe you have a security module that blocks this.
Also, make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv plugins, also if you are using a child theme or cache plugin, deactivate them, clear all cache and try again.

You are attempting to install the full theme package, not the actual theme inside the theme package. The full theme package contains many other items, not just the theme also make sure that you download the full package and you unzip it, after that, you install only the Newspaper zip from the theme package.

You can use a license key for one single product, but if you want to move the theme to another website or change domain(your case)/migrate, you’ll need to reset the license key from that website: https://www.screencast.com/t/Zt12bpyX and remove the theme (delete), in this way the license will be available for the new website and you can use the theme without any problems.
According to Envato license terms, a theme can be used for a single end product (website):

I think you referring to edit the footer with tagDiv Composer if you go to a page where it is assigned and edit that page with tagDiv Composer, and then you will have access to the footer also. For example, edit your homepage with tagDiv Composer, scroll till footer, click on footer zone and you can edit it.
