There is no need to use a plugin since the theme does it automatically. If this does not happen in your case, maybe something is not working properly regarding the theme. Problems are usually caused by problematic plugins or custom code entered in theme panel or modifications to the theme files. This is a weird issue you are having, and I have not seen it before. I found a possible solution online in this topic – https://wordpress.org/support/topic/visual-editor-missing-15/
Maybe you can try the suggestions and the fix mentioned there, and hopefully get to the bottom of this or identify what is causing this problem. You could try to deactivate all your plugins and clear any caching installed to see if this has any effect. Also you could switch to a default WordPress theme to see if the option is available then, but I do not think the theme is causing this.

You cna also switch to php 7.0 (only if you use the latest version of the theme. right now you have 7.6 so you need to update your theme as well) as it is faster than the previous version.

If the system status is not the cause, try to disable all your plugins except Visual composer, clear any caching installed then check to see if the problem is still there. If st still is please deactivate and delete the Visual composer plugin and install it again, maybe something went wrong during the upload or installation process
