The Speedbooster plugin will move most of the resources to be loaded in the footer, by default. For others that you can try to move theme by following the guide provided above. Please note that not all resources can be moved in the first place. Or forcibly moving them could break some plugins functionality.
The Speedbooster will will deactivate itself if an incompatible plugin is detected. In the guide you can see the default compatible plugins. More information here

It seems the website is displaying the mobile theme on desktop. That should not happen, it could be caused by a caching plugin that you might have installed or there could be a conflict between the mobile theme and other plugins. This could cause the mobile theme stylesheet to load instead
Try to deactivate all plugins except theme plugins, clear any installed cache and check the results.
Also check any custom code you might have entered in the theme panel sections, or added directly to the theme files.
Something is affecting the theme and interfering with the functionality.

I am very sorry, but there is no code that I can provide you and also make sure it works properly. The easiest option would be to remove the inline ad with the special ad code from the theme panel and implement it a different way all together. That would bypass the theme processing of the ad, and maybe you can have your desired result.
