If you want, you can import an existing template and just make the edits to it.

1. Edit teh page with tagDiv Composer and click on left size on color, after that in the composer sicebar will be open a RAW HTML element and look in css tab – https://prnt.sc/q3tmReUrt_dg there you have set 880 px to top, you can adjust it to reduce the height.

2. You need to edit it using tagDiv Composer https://prnt.sc/EI3squpXkpF8 select the Raw HTML. There is a script that combines more colors over the main blue color that is set as the background on the column https://prnt.sc/9vrn-WaHfN6o https://prnt.sc/-DJI_RCZprvf

3. You should replace the image with an image that has the same height if you want to look the same https://prnt.sc/ki3r43B-oi4e or at least the height to be bigger than the width for that image

Reducing the CSS is quite important but since you are using tagDiv Standard Pack and quite many blocks and options from it, removing this plugin is not an option in your case, but this will reduce the css by half from the size it has now.
Now related to the “fetchpriority=high should be applied”, please replace the element Big Grid Flex with the Big Grid element (same layout).
Use a plugin that can convert the images to WebP, for example, ewww image optimizer- https://wordpress.org/plugins/ewww-image-optimizer/
There is a banner image set that does not have a height and width – https://i.imgur.com/XCHOeoC.png. It can be resolved using tagDiv Composer, select that banner ad, and in the image tab, set the width and height for the mobile version of that banner.

Also, for speed, if you are using the WP Super Cache plugin, make sure that you also use the Autoptimize plugin and CDN . Sending a copy will not be the same, as there may be restrictions on your server or specific configurations set in the .htaccess files on the current server. What I mean is that the suggested method may work for me because my test environment is different from the one on your website.
By using WP Staging, the staging site will be created in the same environment and will have exactly the same settings as the main website. This will allow us to properly identify the issue and fix it.

If this works when you are logged in but not when you are logged out, then in 99% of cases it is related to a cache plugin and its settings.
As a test, please make sure that all cache is cleared and temporarily disable the cache plugin (as well as any other optimization plugins). After that, re-check whether the login/register functionality is working.
If it works correctly after disabling the cache, then the cache plugin settings will need to be reviewed—especially the options related to JavaScript handling.
